Enrollment Policy and Process

Philip’s Academy Charter School of Paterson understands the importance of establishing fair and equitable criteria for student admission and shall fully comply with the New Jersey Charter School Law regarding admission policies and procedures, as well as all other applicable state and federal provisions. Philip’s Academy Charter School is a non-sectarian institution in all respects, and does not discriminate against any student, or other person on the basis of race, ethnicity, national origin, gender, sexual orientation, or disability, or any other criteria prohibited by law.

Parents of new students interested in enrolling at Philip’s Academy Charter School will be given the opportunity to participate in an annual Enrollment Process. The date enrollment begins and ends will be determined by the school administration and posted on the school's web site. In order to successfully enroll, parents of interested students must complete and return in its entirety an accurate Enrollment application by the deadline provided by the school.

In the event the number of applicants for any given grade or section exceeds the number of enrollment slots (seats) available, the school will accept students by a random selection process.  A public lottery will be held, as necessary, to determine enrollment. The date, time and location of the public lottery will be furnished by the school.

After all available enrollment slots (seats) are filled, wait lists will be created and maintained for each grade. The initial wait list will be created randomly as part of the public lottery. When a slot becomes available in a grade, the parents of the first student on the wait list will be contacted and given twenty-four hours to accept the position. If the enrollment slot is declined, or if no response is received,  the enrollment slot will be forfeited and the next student on the wait list will be contacted. Applications for all students received subsequently to the application close date will automatically be placed on the waiting list, following those students who were not selected in the public lottery. The waiting list will be closed to additional applications on September 1st, or the closest following business day if this date falls on a weekend in any given year.

It is the responsibility of each parent to familiarize themselves with the enrollment process, including deadlines. All deadlines are final, and no exceptions will be made.

Lottery and Registration Rules and Procedures

  • Parents must complete a separate application form for each child seeking enrollment in the school.

  • If there are more applicants than there are available spaces in a given grade, there will be a lottery for that grade.

  • The lottery will be conducted by the school's administration. All procedures will be witnessed and verified by an independent certified public accountant.

  • Separate lotteries will be conducted for siblings of current students, resident and non-resident applicants. Siblings of current students will be chosen first and receive preference for enrollment. Afterwards, resident applicants will be selected followed lastly by non-resident applicants. Separate waiting lists will be established and maintained for each grade level.

  • Parents will be notified within 24 hours of the lottery as to their child’s enrollment status.

  • If a child is admitted to the school, any siblings also applying will immediately be given the subsequent spot in the grade for which the sibling has applied. If there are no more open spaces, the sibling will move up on the waiting list for his or her grade to the highest position. Siblings of currently enrolled students will be given priority placement as per the sibling preference policy.

  • Only persons who provide the necessary proof of guardianship, proof of residency, immunization records, and proof of registration in a local school district will be eligible to register their child(ren) in Philip’s Academy Charter School.

  • Within three weeks of admittance into Philip’s Academy Charter School, parents must produce additional documentation as requested and required by law. This will include, but is not limited to, proof of registration in local district (if not already provided), completed transportation form, various health forms and school district transfer card. Our staff will be available to assist as needed. Failure to present requested documentation by its due date may lead to your child’s slot being forfeit.

  • Parents who receive notification that a space has become available for their child from the waiting list have 24 hours to inform Philip’s Academy Charter School of their decision to enroll their child in the school. Failure to do so will result in the slot being made available to the next child on the waiting list.

  • Spaces that become available in the middle of the school year will be offered to the applicants on the waiting list. Parents who are offered a slot for their child(ren) and decline mid-year will lose their position on the waiting list. The opening will then be offered to the next child on the waiting list.

  • Children may remain on the waiting list for up to 1 (one) academic year. If the child is not admitted within 1 (one) academic year they must re-apply to be considered for the following academic year.

  • New Jersey law provides that charter schools must provide open enrollment to any student in the state.
